Article 66 The State through a variety of ways to take various measures to develop vocational training, career development of professional skills of laborers, improve the quality of workers, enhance employability and work ability of workers.
Article 67 The people's governments at all levels should be the development of vocational training into social and economic development planning, and encourage and support qualified enterprises, institutions, social organizations and individuals in various forms of vocational training.
Article 68 The employer shall establish a vocational training system, the extraction and use of funds for vocational training in accordance with national regulations, according to its practical, vocational training of workers in a planned way.
Workers engaged in technical work, must undergo training beforehand.
Article 69 National Occupational Classification is determined, on the development of vocational skills required professional standards, the implementation of vocational qualification certificate system, approved by a government agency responsible for the examination and appraisal of the implementation of vocational skills assessment to identify the workers.
